Keitoreg Report

California

Likely Blocked

What to review first: Read CA DMV's imported-vehicle registration page and VIRPM 12.050 before you send money — California requires FMVSS and CARB conformity for direct imports, and there is no ordinary Smog Check shortcut around it.

California is not a "slow roads only" state for kei trucks — it is an FMVSS-plus-CARB wall. CA DMV's imported/direct-import pages say a vehicle not originally manufactured to meet U.S. FMVSS and California emissions cannot be registered unless it is modified and tested under CARB's direct import program. Stock JDM kei trucks (Acty, Carry, Hijet, Sambar, Every, etc.) were never built with U.S. FMVSS certification labels for U.S. sale. The federal 25-year import exemption can get a truck into the country; it does not force California to plate it. DMV's Vehicle Industry Registration Procedures Manual (VIRPM 12.050) adds a hard operational reveal: there are no CARB programs to convert motorcycles, off-highway vehicles (OHV), or diesel-powered vehicles to California emission standards, and vehicles that cannot be converted cannot be registered for on-highway or off-highway use.

Checks at a glance

Titleable

Blocked

Cannot be registered without a CARB direct-import Certificate of Conformance or FMVSS conformity — a stock JDM kei has neither.

Ordinary Smog Check as a substitute

Blocked

A routine Smog Check is not the same as CARB's direct-import Certificate of Conformance.

OHV / off-road registration as a workaround

Blocked

VIRPM 12.050: there are no CARB conversion programs for motorcycles, OHVs, or diesel vehicles — nonconvertible vehicles cannot be registered for on-highway or off-highway use.

Out-of-state title transfer / residency workaround

Blocked

CA residency triggers CA registration duties; a Montana or Texas title doesn't exempt a noncompliant import.

Import fees due regardless of registerability

Needs review

Fees can be due within roughly 20 days of CA entry even if the vehicle never becomes registerable — a separate money trap.

Off-road / private-property possession

Clear

Legal to own for private-property use — just never operate it on any road or register it for OHV land use either.

Plain-English why

Road use

Because a stock kei truck cannot obtain FMVSS/CARB conformity or registration, it cannot legally be driven on California public roads. VIRPM 12.050 goes further: vehicles that cannot be converted under a CARB program cannot be registered for off-highway (OHV) use either — this isn't a "drive it on the trails instead" escape hatch. Off-road use is only legal as unregistered private-property possession, not as a titled or plated vehicle of any kind.

Titling & registration

CA DMV's direct-import registration process requires proof the vehicle meets FMVSS and California (CARB) emissions standards, or that it has been modified and tested under CARB's direct import program to meet them. DMV still expects the standard import paperwork pieces (REG 343 / REG 31 / REG 256 application components, a weight certificate for trucks) and may brand a title "NON-USA" even in cases where conformity is achieved — but for a typical stock kei, the FMVSS/CARB conformity requirement itself is the wall that stops the process before any of that paperwork matters.

It's an FMVSS-plus-CARB wall, not a speed-class restriction

Reveal findings

Reveal

It's an FMVSS-plus-CARB wall, not a speed-class restriction

Unlike states that title kei trucks with a road-class cap, California's position is that a noncompliant direct import simply cannot register — for on-highway or off-highway use. The federal 25-year exemption changes nothing about this.

!

Reveal

"Just smog it" is not the process

An ordinary California Smog Check is a completely different (and much simpler) process than CARB's direct-import Certificate of Conformance. Sellers who equate the two are describing a process that doesn't apply to a grey-market import.

RevealThere's no CARB conversion program for the vehicle classes kei trucks fall into. VIRPM 12.050 states plainly that CARB has no conversion programs for motorcycles, off-highway vehicles, or diesel-powered vehicles. If a vehicle can't be converted, it can't be registered for on-highway or off-highway use — full stop.

Reveal

Titling it as an OHV doesn't unlock street use

The instinct to register a blocked import as an off-highway vehicle and then drive it on surface streets fails on both ends: OHV registration for a nonconvertible vehicle isn't available either, per VIRPM 12.050.

Reveal

Keeping out-of-state plates while living in California doesn't work

Establishing California residency triggers California registration duties. A Montana or Texas title doesn't exempt a noncompliant import from the same FMVSS/CARB wall — it just delays the moment you find out.

RevealThe CARB-lab fantasy is expensive and often ineligible. "A CARB lab will just pass a 660cc kei" treats an expensive, model-year-specific certification process as a formality. Many powertrains and vehicle classes aren't even eligible for the program — this isn't a realistic path for a $49 report to recommend.

Reveal

You can owe California money on a vehicle that will never be registerable

Fees can be due within roughly 20 days of the vehicle's California entry, independent of whether it ever becomes eligible for registration. Buyers budget for the truck and shipping — not for a compliance-fee bill on a vehicle they can't plate.

Buy / don't-buy checklist

Walk away if

  • ✗The seller says "25-year legal = street legal in California" — federal entry does not equal CA title or registration.
  • ✗The seller pitches "just smog it like any import" — an ordinary Smog Check is not CARB's direct-import Certificate of Conformance.
  • ✗The plan is to title it as an off-highway vehicle and then drive it on surface streets — VIRPM 12.050 says nonconvertible OHVs can't be registered for on-highway or off-highway use.
  • ✗The plan is to keep a Montana or Texas title while actually living in California — residency triggers CA registration duties, and the noncompliant import still fails.
  • ✗The plan relies on a CARB lab "just passing" a 660cc kei — the lab path is expensive, model-year-specific, and many powertrains aren't eligible.
  • ✗You're buying on the hope of a silent DMV exception — no kei carve-out exists on DMV or CARB primaries as of this report's verify date.

Document checklist

  • Japanese export certificate + certified English translation — Establishes ownership and origin abroad — needed for the import itself, not for CA road eligibility.
  • CBP entry, DOT HS-7, and EPA import declarations — Federal baseline — see below. None of this substitutes for California's FMVSS/CARB conformity requirement.
  • CARB direct-import Certificate of Conformance or FMVSS conformity certification — The actual requirement — expensive, model-year-specific lab testing that most stock kei trucks cannot pass or aren't eligible for.
  • DMV REG 343 / REG 31 / REG 256 application packet pieces — Standard direct-import paperwork DMV still expects, even though the FMVSS/CARB wall is the real blocker.
  • Weight certificate (for trucks) — Part of DMV's standard truck-titling packet.

Federal baseline — applies in every state

CBP entry ≠ plates
A CBP Form 7501 entry summary and Customs clearance prove the vehicle lawfully entered the country. Neither certifies FMVSS or EPA compliance, and neither obligates any state to title or register the vehicle.
HS-7 Box 1 vs. Box 8
NHTSA's HS-7 declaration: Box 1 claims the 25-year-or-older FMVSS exemption. Box 8 claims the vehicle was never manufactured primarily for public roads. Box 8 can help clear Customs, but it's also the paper trail states point to when refusing plates.
EPA ~21-year vs. NHTSA ~25-year clock mismatch
EPA's age exclusion (Form 3520-1, code E) applies at 21 years from manufacture; NHTSA's FMVSS exemption requires 25 years. A truck can clear one agency's age rule and fail the other's — and clearing both still doesn't create a state registration right.
AAMVA is advisory, not federal law
AAMVA's Regulation of Off-Road Vehicles Best Practices names "mini trucks (including those over 25 years old)" and recommends states refuse highway registration without factory FMVSS/EPA labels, regardless of age. It's a state-DMV trade-association recommendation — but it's the playbook many states follow.

Ordered steps

  1. 1Open DMV's Imported Vehicle Registration page and read the FMVSS/CARB requirement before any deposit.
  2. 2Open VIRPM 12.050 (Direct Import Vehicles) and confirm there's no CARB conversion program for your vehicle's class (motorcycle, OHV, or diesel).
  3. 3Skim CARB's direct-import / grey-market FAQ to see the Certificate of Conformance process firsthand.
  4. 4If your use case is California public roads, do not buy — no standard packet overcomes the FMVSS/CARB wall for a typical stock kei.
  5. 5If you already imported one and it's stuck, get any DMV refusal in writing before deciding your next step.
  6. 6Budget for CA entry fees separately from registration — they can be due within roughly 20 days of entry even if the vehicle never becomes registerable.
  7. 7If the use case is genuinely private-property only, treat it as a property purchase, insure it appropriately, and don't expect OHV registration either.

Common failure points

  • Presenting a perfect federal import packet at DMV — without an OEM FMVSS label or CARB Certificate of Conformance, it's refused regardless.
  • "Just smog it" — an ordinary Smog Check is not the same as CARB's direct-import conformance process.
  • Branding the vehicle as diesel or OHV to sidestep FMVSS — VIRPM says there's no conversion program for those classes, so it still can't be registered.
  • Transferring an out-of-state title after moving to California — the same FMVSS/CARB wall applies.
  • A local shop's DIY "FMVSS letter" — DMV and CARB want manufacturer- or registered-importer-grade proof, not a local affidavit.

Frequently asked questions

Are kei trucks legal in California?

No. A stock kei truck cannot be registered without FMVSS and CARB direct-import conformance, which it doesn't have.

Does an ordinary Smog Check make a kei truck legal in California?

No. That's a completely different, much simpler process than CARB's direct-import Certificate of Conformance.

Can a blocked kei truck be registered as an off-highway vehicle in California instead?

No. VIRPM 12.050 says vehicles that can't be converted under a CARB program can't be registered for on-highway or off-highway use either.

Does keeping an out-of-state title help in California?

No. Establishing California residency triggers the same FMVSS/CARB requirements as buying the truck there directly.
